Background:
The Ministry of Transportation (MTO) is undertaking improvements to the Queen Elizabeth Way (QEW) from East of Cawthra Road to West of Etobicoke Creek in Mississauga. Construction began in May 2022, and will continue for five years with an anticipated completion date in July 2026.
In September 2024, the construction led to an intersection reconfiguration that affected Route 5 Dixie service. To help reduce the impact to our customers, MiWay introduced a new Route 31 Ogden effective December 23, 2024 to service Dixie Outlet Mall along Dixie Road, Lakeshore Road, and Ogden Road via Long Branch GO Station.
What are customers saying about these changes?
We have heard feedback from customers and residents and some of these concerns include:
- Infrequent service along Ogden Avenue, resulting in long travel times due to northbound only service.
- Longer travel times for customers on Ogden Avenue to Long Branch GO Station.
- Poor connectivity to the GO Transit Lakeshore West line.

MiWay is committed to addressing these concerns where possible and are actively working on ways to improve the service to better meet the needs our customers.
Three improvements are being proposed:
Terminal Change

Route 4 North Service Road, Route 5 Dixie and Route 31 Ogden will move from the Dixie Outlet mall terminal to the on-street bus bay on Dixie Road to improve the operational efficiency.
Revised Routing for Route 5 Dixie
Route 5 Dixie will now provide streamlined routing staying on Dixie Road (instead of looping around the Dixie Outlet Mall Bus Terminal). New permanent bus stops will be added for Route 5 Dixie along Dixie Road to make your commute easier and more convenient

New Routing for Route 31 Ogden

Route Extension of 31 Ogden:the route will be extended to service Dixie GO station from Long Branch GO station while travelling via Lakeshore Road E, Ogden Avenue, South Service Road, and Dixie Road.
All-day, two-way service along Ogden Avenue: Access to all-day service both ways along Ogden while maintaining connections to Dixie Outlet Mall.
New GO Transit connections: GO Transit Milton Line at Dixie GO Station.

From April 7 -13, MiWay engaged with customers both in-person and online to gather feedback on proposed service changes to Route 31 Ogden, Route 5 Dixie, and the Dixie Outlet Mall terminal. The feedback received largely supports the recommendations and all feedback has been carefully considered. MiWay will be implementing the recommended changes to be effective on June 30, 2025. Below is a list of the most common questions and comments received.
Dixie Outlet Mall Terminal Change
Q: The existing Dixie Outlet Mall Terminal has shelters and benches, will the new stops on Dixie Road also have shelters and benches?
A: Yes, MiWay will be installing larger enhanced shelters with benches, heating, and automatic doors that provide improved comfort during cold weather. Should the enhanced shelters not be ready by the June 30th service change date, MiWay will provide temporary shelters and benches until the new shelters can be installed.
Q: The walking distance is longer. Why is this change being recommended?
Due to operational and customer accessibility concerns related to terminal congestion at the Dixie Outlet Mall Bus Terminal, MiWay will be relocating its terminal to the on-street bus bay on Dixie Road. Currently, the existing terminal platform width is too narrow for buses to deploy ramps for customers with accessibility needs, and further expansion of the existing terminal is not possible.
In addition, the existing terminal is unable to support existing and planned service levels and already experiences terminal congestion during peak periods, negatively impacting our operations and route reliability. Overall, the terminal change aims to resolve terminal congestion to improve operations, reliability, travel time and customer accessibility.
Route 5 Dixie Revised Routing
Q: The new routing is less convenient to access the mall, and it is a longer walk. Why is this change being recommended?
A: To improve overall travel time along the route, Route 5 Dixie will now provide streamlined routing staying on Dixie Road (instead of looping around the Dixie Outlet Mall Bus Terminal). New permanent bus stops will be added for Route 5 Dixie along Dixie Road to make your commute easier and more convenient.
Q: We would prefer to reinstate the former Route 5 Dixie routing, why is this not being considered?
A: Route 5 Dixie is a major transit corridor route that is designed to provide streamlined routing and high frequency service along Dixie Road due to the high ridership levels that the corridor experiences. The previous Route 5 also serviced Ogden Avenue which is a residential street, carrying significant lower ridership. Given the varying ridership levels and land use, the last MiWay Five Service Plan (2021-2025) evaluated the efficiency of Route 5 Dixie to meet transit’s short and long-term goals to deliver faster, more reliable and efficient transit. As part of the route and network evaluation, it was recommended that the Route 5 be realigned to travel straight along Dixie Road, while the Ogden portion of the route be covered by another local route. This realignment would reduce overall travel times and provide a shorter commute for majority of riders travelling between major destinations like Long Branch GO Station and Dixie Outlet Mall terminal. The MiWay Five Service Plan (2021-2025) was put on hold due to the pandemic and all recommended changes were temporarily paused.
As MiWay has returned to normal operations, high ridership on Route 5 Dixie coupled with the Ontario Ministry of Transportation’s (MTO) ongoing QEW Dixie interchange project highlighted the need to revisit the route alignment to better serve our customers.
With Route 5 now servicing Dixie Road between the QEW and Lakeshore Boulevard, MiWay is also working with the Region of Peel to introduce new on-street stops at protected pedestrian crossings to better service the area.
